Some batch file changed back to use C: drive.

Added a README.upd20090711.txt, giving brief
details of the changes made to compile this
time...

The file chglist09.txt contains the list of
'changed' file - 1, fgname.cxx is a new file,
added some time ago.

freeglut\include\GL\freeglut_std.h - just put NOMAXMIN in switch

PLIB\src\js\jsWindows.cxx - to get the name via DirectX
PLIB\src\js\jsName.cxx - NEW file

Note, this file does NOT show all changes, but the only
file removed since the last build was fg_timer.cxx.

This build was using MSVC7.1, on my G: drive, thus
setupfg.bat, copyboost.bat, diffal.bat ... were changed to
reflect the G: drive location.
